A regular file folder will fit in this. However you will not be able to place too many in it

Will these fit an authorized birth certificate?

Standard letter-sized paper (8½" x 11") fits comfortably in these folders, so it depends on how big the birth certificate is. If it's larger than 8½" x 11", it won't fit unless you're comfortable folding it.

Are the pockets closed at the bottom so small papers like receipts and tickets don’t fall out?

No, the pockets aren't closed on the bottom which allows for their expansion capability. I've never had anything other than standard paper sizes in mine but could see where small receipts and such might work their way out of the pocket depending on how the folder was handled.
