How does one loosen the fittings on this regulator? I have tried to loosen all the fittings at this point and can't get any to budge at all.

Unless you are very knowledgeable about high pressure valves and fittings, leave it alone or you may end up having it blow up in your face. If it does not work properly or it leaks, REPLACE it. Again, with my knowledge and experience of working on high pressure gas systems in the Navy, unless you are trained to work on these parts, it is best to REPLACE it rather than attempt to fix something that is designed to operate at pressures up to 3000 PSI!!! SAFETY FIRST!!!

Is the regulator adjustable?

The regulator is not adjustable, gauge indicates tank pressure. The rubber filler valve regulates the the compressed air volume exiting.

It makes an audible hissing sound while inflating the baloons.
