How long does it take to heat up?

It’s literally instant heat as soon as you turn it on.

Do they generate heat above? Would it possibly damage a perpsex roof?

I keep mine in a wooden shed and the roof above has burned slightly over a few months, I wouldn't recommend putting it under perspex
