Do these dolls roll back upright after being pushed over? (Are they weighted on the bottom?)

Yes these are weighted on the base and will roll upright.

Can these be burned? I was told that after you accomplish your goal/your wish is granted that you should burn it?

You can burn them later if you wish. The dolls should be taken to your local buddhist temple (part of a ritual). Ask the priest. You can save them. I date each one on the bottom with a marker: reminders of years past. What was a lucky year or not so. I keep significant dolls: like the year my dad and mom died. Those stay put at my altar.
