Q: Can this be used for a PS4?

It's big enough, but I have discovered that the fans are not as powerful as other cooling pads.

Q: does this need a cable with usb both ends?

No. It has a USB cable attached to connect to the laptop.

Q: What prevent the laptop sliding out from the cooler case?

The weight of the laptop and the mesh on top where you place the laptop. Most laptops have rubber feet on the bottom and this prevent the laptop moving on most surfaces.
