Does this black hook one got wire in it?

There are 2 black accessories with a hook at either end; 1 is completely plastic, the other is made of a foam material with wire inside.

Does it come with an instruction leaflet or not? one person has said they had one, another said having one would have been useful!

There are pictures to explain how to use, however, i have tried all items and the bun ones are useless and my hair isn't especially thick or heavy and they all slide out. My hairdresser friend also agrees they are rubbish..I'd save your money!
